1. You must have lived in San Andreas for at least 5 years
2. You must be on the "good" side of the law
3. You must not have any past Gang/Crime-Family experience
4. You must not have been dishonorably discharged from the Navy and/or Military
5. You must not be in possession of any illegal weaponry or narcotics

10.Not served in the prison
